Justin Anderson serves as the Secretary for the Tijuana Estuary Foundation Board of Directors. He is a Program Analyst for the US Navy Undersea Special Missions where he provides programmatic and technical management of the US Navy’s submarine rescue maintenance and operations contract team in the execution of all contractual requirements.
Justin was General Manager, Tinosa, Inc. providing specialized servicing of military diving and firefighting systems. He served US West Coast and Pacific region military diving units.
Justin served as US Navy Diving Officer from 1991-2021, leading teams in specialized diving operations to include submarine rescue, underwater ship repair, ship and aircraft salvage, SEAL Delivery Vehicle (SDV), Anti-swimmer Marine Mammal Systems, and Anti-Terrorism & Force Protection.
In addition to his work on the Tijuana Estuary Foundation Board, Justin is President of the Imperial Beach Arts Bureau, where his organization brings public art and access to art experiences to Imperial Beach and the South Bay region.
Justin holds a Master of Business for Veterans, University of Southern California and B.S. in Business Administration from Colorado State University.
He is proud and honored to serve on the Board of Directors of the Tijuana Estuary Foundation and its mission of supporting TRNERR in the preservation and restoration of the South Bay’s most important and treasured but threatened natural habitats.
Over three decades as a Navy Diver and resident of the South Bay region, Justin has witnessed TEF’s efforts resulting in South Bay’s estuaries returning to thriving ecosystems and their direct impact in cleaning surrounding bodies of water through its natural filtering processes.
He has gained a deep appreciation of the South Bay’s estuarine environments, their vital importance in the preservation of marine and avian habitats, contributions to keeping our oceans clean and contributing to community coastal erosion resiliency.
